Dr. Carlos Kraemer became an Honorary Member of the ISCP in 2001, joining an elite group in attaining the Society’s highest recognition in the first year of the Honorary Member Program. Dr Kraemer’s induction was a result of the culmination of his achievements, dedication and service to the concrete industry. The dedication and contributions of Prof. Carlos Kraemer to the “world of roads” and to concrete pavements in particular, are inestimable, from a professional point of view as well as within the fields of education and research. Due to his expansive career and his tireless work in promotions and innovations in the field of roads, he has become a valuable figure and worldwide authoritative reference.

Dr. Kraemer obtained a PhD in civil engineering from the Polytechnic University of Madrid and a Master of Science in Civil Engineering from the University of California (Berkeley). He began his professional activity in the Transport and Soil Mechanics Laboratory of Madrid, where he conducted studies on prestressed concrete pavements and cement-treated soils. Subsequently, Prof. Kraemer became head of general specifications for the Spanish Public Works Ministry and managed several significant studies, such as the fatigue resistance of cement-treated granular materials, the influence of different types of texture in concrete pavements noise, permeable asphalts, pavement rehabilitation and more.

In addition to his extensive professional activity in the Spanish Administration and his engineering consulting for a number of roads and airports in various countries, a great part of Prof. Kraemer’s career has been devoted to being professor of roads and airports at Madrid, Santander and Valencia Universities.

During his tenure as professor, he was the advisor for several doctoral thesis, one dedicated to the Combined Effect of Traffic Loads and Thermal Gradients on Concrete Pavements. He also has been a guest speaker in many courses, conferences and international congresses in Europe, Australia, Latin America, South Africa, Japan and the United States. Since 2006, Prof. Kraemer has been an Emeritus Professor at the Polytechnic University of Valencia.

Prof. Kraemer has been the Chairman of the International Technical Committee of Concrete Pavements of PIARC (World Road Association) for 12 years. This was a very fruitful period, during which many technical documents were produced which are still in use today as international technical references.

Dr. Kraemer is a prolific author with more than 110 books, technical articles and papers, published in journals and conference proceedings around the world. He is one of the authors of the Spanish Recommendations on Pavements for Ports (1994), which are used in Spain and in many other countries. Among his most recent works is his book “Ingeniería de Carreteras”, published by McGraw-Hill Interamericana España. He has also co-authored several handbooks regarding cement applications in road and airport pavements, published by the Spanish Institute of Cement and its Applications (IECA).
