Choubane & Gatti are Welcomed to NCPP & ACPA

National Center for Pavement Preservation (NCPP) Welcomes Dr. Bouzid Choubane, P.E.


Dr. Bouzid Choubane, P.E., has been appointed as the new DirectorNational Center for Pavement Preservation (NCPP) where he began on August 20, 2021.  He was formerly the State Pavement and Materials Engineer-Florida Department of Transportation (FDOT) for the past 25 years.

Dr. Choubane has more than 30 years experience in the transportation industry and has been actively involved in pavements and materials technologies at both the national and international levels. He has chaired or served on more than 20 committees, sections, groups, panels, and task forces of the Transportation Research Board (TRB).  He is past chair of the TRB Committee on Full-Scale Accelerated Pavement Testing and Past Chair of ASTM International Committee on Pavement Management. Prior to joining FDOT, he was a Research Associate at the National Research Council (NRC)-Canada.

Dr. Choubane replaces former Director Dr. Judith Corley-Lay who served for the past 5 years. NCPP was established in 2003 by Michigan State University and the Foundation for Pavement Preservation to lead collaborative efforts among government, industry, and academia in the advancement of pavement preservation.  One of the major programs of NCPP is providing management of AASHTO‘s Transportation System Preservation Technical Services Program (TSP∙2). TSP2 was initiated as an efficient means to disseminate information to AASHTO member agencies for preserving their highway infrastructure, including both pavements and bridges.

American Concrete Pavement Association (ACPA) Welcomes their New Hire Dominic Gatti


The American Concrete Pavement Association (ACPA) is pleased to announce that Dominic Gatti is the new Communications and Government Affairs Manager-ACPA. Dominic will report to Leif Wathne and be working to increase the reach and impact of our traditional, digital, and social media as well as bolster our state and federal government and agency engagement.

In his role, Dominic will expand ACPA’s online presence by creating new and repackaging existing content that allows us to reach new audiences and align future ACPA communications with our overarching strategy and style. Dominic will also focus on supporting our Government Affairs activities, assisting both Leif and Laura by providing the tools they need to effectively message ACPA‘s position on the issues most important to the association and, more importantly, the concrete paving industry.

Prior to joining ACPA, Dominic worked in the House and Senate, as well as the Committee for a Responsible Federal Budget. He holds a Bachelor’s in Communications, Law, Economics, and Government (C.L.E.G.)-American University and a Master’s of Public Administration-American University. Dominic brings a keen understanding of the political and regulatory environment which shapes our industry. He lives in Washington, D.C., is an avid fan of Public Radio.
