ACPA: 57th AM; Legislative Forum; 2021 Chairman & New Board of Dir.; & “Excellence in Concrete Pavement Awards”

The American Concrete Pavement Association (ACPA) 57th VIRTUAL Annual Meeting Breaks Attendance Record!
The preliminary registration numbers stood at more than 539. Of the total registrants, about half were from federal, state, and local agencies. The virtual event featured the:
—Annual Meeting of the Members
—First ACPA Market Forums (covering the Highways, Airports, Streets, and Industrial markets)
—Legislative Issues Forum
—Highly regarded keynote speakers from industry and the public sector
—”Anytime” content
—Social and business networking events
—The last day’s program included an excellent motivational presentation by humorist and best-selling author, Will Bowen

The 57th AM Spotlight was a Legislative Issues Forum
Another highlight from ACPA’s 57th annual meeting was the Legislative Issues Forum, presented by the ACPA Legislative Issues Committee. Leif Wathne, Executive Vice-President-ACPA, kicked off the event with an interesting story about the controversial 1824 Presidential election and two of the central characters, John Quincy Adams and Andrew Jackson. He also provided an update on ACPA’s legislative priorities and accomplishments. Priorities, Leif said, are about securing increased funding, then using those funds smartly and responsibly More specifically, ACPA’s government affairs priorities are to:

  • Secure increased infrastructure investment in transportation infrastructure (for highways and airports);
  • Secure robust and sustainable funding mechanism for the Highway Trust Fund;
  • Grow the Airport Improvement Program and modernize the Passenger Facility Charge cap;
  • Advance good stewardship, notably sound engineering and economic decision-making, mechanistic-empirical pavement design, LCCA, competition, etc.;
  • Factor in life-cycle thinking in all aspects of pavement management (i.e., design, economics asset management and environmental considerations); and
  • Secure and protect funding in highway and airport legislation for two ACPA led provisions, including AID-PT funding for highway research and technology implementation, and APTP funding for airport research and technology.

Leif then introduced the 3 other leading experts who participated with him on a legislative issues panel discussion where they discussed the recent elections; status of contested races; funding challenges and projections; leadership changes; advocacy in the age of safe distancing; and climate change. The panelists also shared views about highway bill, the Highway Trust Fund, and long-term funding solutions. The panel discussion drew excellent questions from meeting participants.

DAVID HOWARD becomes 2021 ACPA CHAIRMAN

With a virtual gavel-passing ceremony Tuesday, David Howard, CEO-Koss Construction Co., became the 57th Chairman of the ACPA Board of Directors. 2020 Chairman Greg McCormick, Northern Improvement Co., passed the gavel and credited David for his work with the CP Tech Center, ACPA membership development, concrete pavement promotion, and his role in leading a full-scale restructuring of ACPA committees.

David accepted the gavel, then spoke to more than 525 meeting participants, “With this gavel now firmly in my hands, I have one overriding, current matter on my agenda as the 2021 ACPA Board Chair. I want to express to the membership my sincere appreciation for the job Greg has done this year. It’s been a tough year and it was truly a pleasure getting to know Greg and working with him.”

David then cued a surprise video tribute to Greg in recognition of his service as 2020 Chairman. He described how Koss Construction Company has a long history with ACPA, that the company was one of nine founding members of ACPA in 1963, and how it has a long history with leadership. George C. Koss was on the original board and served as the 3rd ACPA Chairman in 1966!

David continued, “Our industry is an industry of opportunity. It is a fact that bright, hard-working people find success in this industry. After 32-plus years in the industry–concrete pavement contracting business–and 16 years as President and CEO of Koss Construction, I have begun a transition this year.”

“I’m looking forward to this opportunity and I thank all of the members for their support of this association. I guarantee you that 2021 will be a year of change for our industry and for the association. They say that whatever happens after the pandemic will be the new normal, and whatever that new normal is, we will look forward to the challenges,” he added. He discussed several other topics, including George C. Koss; his predecessors; Congress; workforce development, specialized equipment, manufacturing lead times, material supplies, and logistics; industry leaders who can quickly address specification, design, and construction problems at the state and federal level; and more.

31st ANNUAL “EXCELLENCE in CONCRETE PAVEMENTS” AWARDS:
In September 2020, ACPA named 28 recipients of its 31st Annual “Excellence in Concrete Pavements” Awards, and the awards program occurred during the VIRTUAL 57th Annual Meeting on Thursday, December 3. The Awards Program recognizes quality concrete pavements in the United States and Canada and recognizes contractors, engineers, and project owners who completed outstanding projects. The Program encourages high-quality workmanship, quality, and creativity in concrete pavement construction, rehabilitation, and preservation projects. 

Paved by 23 different contractors, the award-winning projects are located in 14 states or regions represented by 12 ACPA-affiliated Chapters and State paving associations. Winners were determined by 56 professionals who devoted their time and expertise to serve as judges.
