The Federal Aviation Administration (FAA) has appointed Harold Honey as our its Civil Pavement Engineer, which began the week of October 12, 2020 according to Michael A.P. Meyers, P.E., Acting Manager-Airport Engineering Division, Office of Airport Safety and Standards-FAA, Washington, DC.
Harold was an Active Duty Air Force Civil Engineer Officer for 8-1/2 years, and the last five of those years focused on airfield pavements. He taught airfield pavement continuing education courses at The Civil Engineer School of the Air Force Institute of Technology; served as a team chief on the Air Force Airfield Pavement Evaluation Team; and performed structural, friction, and pavement surface condition evaluations at Air Force airfields around the world.
After the Air Force, in 2014 Harold joined Michael Baker International consulting firm, where he spent nearly 6 years as an airfield engineering technical manager, and most recently as a project manager. He managed a variety of airfield projects for aviation clients from general aviation to large hub airports as well as Department of Defense agencies. His project experience spans 5 continents and almost every region of the United States.
Many in the industry know Harold, either personally or by reputation. Gary Mitchell, Airport Pavement Technology-American Concrete Pavement Association (ACPA) said, “We [at ACPA] have known Harold for years since our participation and support of The Civil Engineer School of the Air Force Institute of Technology when he taught airfield pavement continuing education courses. Harold’s technical expertise in airfield pavement design and construction is outstanding. He will be an outstanding addition to the FAA Headquarters engineering staff and will be able to immediately fill the vacancy left by Doug Johnson after his retirement. We are very excited to continue our working relationship with the FAA through our relationship with Harold.”
Harold has a bachelor’s degree in Civil Engineering from Syracuse University, a master’s degree in Civil Engineering from the University of Illinois at Urbana-Champaign, and a master’s degree in business administration from Robert Morris University. He is also a professionally licensed engineer in Pennsylvania and Ohio, and is a certified project management professional (PMP).
Harold has been married to married to his wife Jana for almost 13 years, and they have two sons, Owen and Logan. He is a U.S.A. Hockey certified coach and helps coach his boys’ youth hockey teams.
The FAA also will be hiring a second pavement engineer and will announce it when the selection is official.
