“FY2020 AIP Airport Grant Program” & “CARES Act Airport Program” Strengthen Aviation Infrastructure & Provide COVID Relief

Late September, Elaine L. Chao, 2020 Transportation Secretary, announced that the Trump Administration will award $335 million in airport safety and infrastructure grants through the Federal Aviation Administration (FAA). The Airport Improvement Program (AIP) airport grant program funds will be available to 80 airports in 25 states for airport infrastructure projects such as runways, taxiways, airport signage, airport lighting, and airport markings. The grants strengthen our nation’s aviation infrastructure.

Chao stated, “Airport infrastructure projects funded by this $335 million in federal funding will advance safety, improve travel, generate jobs, and provide other economic benefits for local communities.”

Airports are entitled to a certain amount of AIP funding each year, based on passenger volume. If their capital project needs exceed their available entitlement funds, then the FAA can supplement their entitlements with discretionary funding.

Stephen M. Dickson, FAA Administrator said, “These 61 AIP grants will allow airports around the country to begin and complete projects that are vital to the safe and efficient operation of our nation’s airports.”

More details on the types of grants awarded to each airport, including Coronavirus Aid, Relief, and Economic Security (CARES) Act (H.R. 748, Public Law 116-136) (PDF) CARES, AIP, and supplemental appropriations, are also available.

2020 CARES Act Grants Airports

The total includes $300 million from the AIP and $35 million in Coronavirus Aid, Relief, and Economic Security (or CARES) Act grants to equal a 100% percent federal share. The CARES Act provides funds to increase the federal share to 100% for AIP and supplemental discretionary grants already planned for FY2020. Under normal circumstances, AIP grant recipients contribute a matching percentage of the project costs. Providing this additional funding and eliminating the local share will allow critical safety and capacity projects to continue as planned regardless of airport sponsors’ current financial circumstances. Additionally, the CARES Act provides new funds distributed by various formulas for all airports that are part of the national airport system, including:
• All commercial service airports
• All reliever airports
• Some public-owned general aviation airports

Under this new CARES Airport Program:

  • Primary commercial service airports, with more than 10,000 annual passenger boardings, will receive additional funds based on the number of annual boardings, in a similar way to how they currently receive AIP entitlement funds
  • All commercial service airports will receive funds based on the number of passengers that board aircraft there, the amount of debt an airport has, and the amount of money the airport has in reserve
  • General aviation airports will receive funds based on their airport categories: National, Regional, Local, Basic and Unclassified

The FAA made these funds available in April, and airport sponsors should work with their local Office of Airports field office to apply for a CARES Act Airport Grant. The FAA will continue to update CARES Act Airport Grants Frequently Asked Questions, as needed.

The grants will be used for a variety of critical infrastructure and safety projects:
• Purchasing aircraft rescue and firefighting equipment
• Constructing runways
• Constructing taxiways
• Repairing runways
• Repairing taxiways
• Installing aircraft lighting
• Installing signage
• Other critical needs.

In 2020, the Administration delivered $10 billion in economic assistance to America’s airports under the CARES Act to respond to the COVID-19 public health emergency. Since January 2017, the Trump Administration has delivered $14.5 billion to America’s airports to improve infrastructure and safety.
