Meet the CP Tech Board Members—Mitchell (Mitch) J. Dillavou

The National Concrete Pavement Technology Center (CP Tech Center)‘s Executive Board Member Mitchell (Mitch) J. Dillavou provides valuable perspective and insight from the state agency side of concrete engineering. The CP Tech Center’s Executive Board of Directors provides outstanding guidance in business operations, including management, and finances. The Board’s 17 members include representatives of organizations who provide substantial financial support.

Dillavou has 32 years of experience serving the Iowa Department of Transportation (Iowa DOT) in a number of significant operating divisions. He became Director and Chief Engineer of the Iowa DOT’s Highway Administration Division in 2016.

From Waverly, Iowa, Dillavou earned his civil engineering degree from Iowa State University, then joined the Iowa DOT in 1987. From 2002 to 2016, Dillavou served as Director of the Iowa DOT’s Project Delivery Division (formerly known as the Engineering Bureau). Other Iowa DOT positions he has held include Office of Contracts Estimator, Inspector and Assistant Resident Construction Engineer in the Ames Construction ResidencyResident Construction Engineer in the Des Moines Construction Residency, and the Director of the Iowa DOT’s Office of Design.
