2019 ACPA: New Chairman; Projected Increase in SY Concrete Pavement Use; 4th-Q CPP Magazine; & Top Recognition for “PavementDesigner.org”

Jim Mack named 2019 ACPA Chairman

The American Concrete Pavement Association (ACPA) announced that James W. “Jim” Mack, Director of Market Development-Commercial Strategy-CEMEX, has been named the 56th Chairman of the ACPA Board of Directors. Mack is the first Chairman in the history of ACPA to have served in both the cement and concrete pavement industries; in an engineering firm; a regional shipper’s group; ACPA-affiliated Chapter; and at both national and regional trade associations: ACPA National and PCA.

Describing his major objectives as 2019 Chairman, Mack said, “The first is the implementation of the industry pavement promotion plan. The second is the continuation of the ConcreteCOMPETES initiative started by 2018 Chairman Chuck Niederriter.” It is about aligning resources at the national level to scale up pavement promotion and to support the local promotion network. His extensive career in civil engineering and in the cement and concrete industries:

ACPA anticipates a significant increase in square yards of concrete pavements
used for highway applications in calendar year 2019

The 2019 current projection is for 56.2 million square yards of concrete pavement use—an increase of 7% compared to 2018. The increase also marks the largest market volume in the past six years.

“Looking back at the past two years, 2017 was a challenging year for paving volume, but 2018 projected volumes indicate a strong rebound. Estimates for the remainder of 2018 indicate a market volume of 52.5 million square yards of concrete paving nationwide,” said Gerald F. Voigt, President and CEO-ACPA. 

For many years, many public agencies deferred major capital improvement projects in favor of pavement preservation, largely due to uncertainty about federal funding for highways, according to Voigt. He noted the projections and actual square yards are drawn from several sources, carefully analyzed state bid tabs, and data provided/corroborated by executive directors/presidents of ACPA’s network of 20 chapters throughout the U.S. Although the data is applicable only to state highway department projects, Voigt said municipal and county road projects historically follow the trend line based on observations from various industry sources.

PavementDesigner.org Earns Top Recognition

PavementDesigner.org, the cement and concrete industries’ concrete pavement thickness design platform, was included in EQUIPMENT WORLD Magazine’s editors’ list of “top roadbuilding products in 2018”It is the only software solution to make the list in 2018, as all other products on the list are machines and equipment used in highway construction.

PavementDesigner was codeveloped in January of 2018 by ACPA, PCA, the RMC Research & Education Foundation (NRMCA), with support from the RCC Pavement Council. A long list of ACPA members, industry allies, affiliates, and tech partners were involved in the development and rollout of PavementDesigner.org in 2018. Eric Ferrebee, ACPA, served as the primary technical and training contact and Andy Gieraltowski worked as Project Manager. Both worked closely with the development team, from concept through project delivery, which began formally in January 2018.
