The European Commission’s Joint Research Centre (JRC) is currently revising Green Public Procurement (GPP) criteria for road construction. The document establishes the procurement criteria for design, construction and maintenance of roads based on a life-cycle approach and scientific evidence base.
EUPAVE participated in the 2nd Ad Hoc Working Group (AHWG) for the revision of the GPP criteria for road construction on January 28, 2015. Experts came together to review follow-up evidence gathered since the 1st AHWG meeting in March 2014. Following the 2nd AHWG meeting, the stakeholders submitted their written comments to the draft criteria. In its comments, EUPAVE highlighted that if rolling resistance is considered, pavement deflection should be included. EUPAVE also called for more ambitious requirements for durability, and for the consideration of local availability when it comes to sourcing materials. The JRC will conduct further follow-up investigations with a view to finalizing a draft of the criteria for consultation with the GPP Advisory Group, then internally within the Commission.
